Francisco brings over 20 years of experience to the firm's Litigations Department. Over the years, he has accumulated a wealth of knowledge and experience on legal issues and hurdles associated with commercial and banking litigation, construction litigation, and workouts, collection and foreclosure proceedings, settlement and discounted pay-off transactions, title insurance litigation, eminent domain (condemnation) proceedings, civil rights litigation, among others.
Francisco also has substantial experience in defending creditors and/or banking institutions against claims raised pursuant to a wide array of federal statutes, such as: Equal Credit Opportunity Act, 15 U.S.C. §§ 1691, et seq; Bank Holding Company Act, 12 U.S.C. §§ 1841, et seq; Fair Credit Reporting Act, 15 U.S.C. §§ 1681, et seq; Fair Debt Collection Practices Act, 15 U.S.C. §§ 1692, et seq; Financial Institutions Reform, Recovery and Enforcement Act, 12 U.S.C. §§ 1821, et seq; United States Bankruptcy Code, 11 U.S.C. §§ 101, et seq.
Aside from the typical real estate mortgage foreclosures, Francisco is experienced in the foreclosure of personal property collateral (including but not limited to inventory, accounts, equipment, goods and general intangibles) under Chapter 9 of the Commercial Transactions Act, such as the foreclosure of a security interest in the proceeds from the sale of a telecommunication license, car rental fleet, construction equipment, among others.
As local counsel for title insurance companies, Francisco has developed an in-depth knowledge in all matters arising from title issues, which places him in the best position possible to handle any title litigation. He also has considerable experience with the Commonwealth of Puerto Rico Autonomous Municipalities Act, PR Laws Ann. Tit. 21 §§ 4001, et seq and in civil rights litigation as counsel for incumbent and former public officers. an all-round attorney, Francisco definitely takes his clients best interest at heart.

Francisco is a sport and outdoor activity enthusiast, something that was instilled in him by his late father, a farmer. For many years he has actively participated in the Scout BSA program, first as a parent and later on assumed the responsibilities of Assistant Scoutmaster and Outdoor Activity Coordinator. He has organized or assisted in the organization of several camping, mountain bike and hiking activities for scouts.
